The story tries to make the case that gambling interests donated to a foundation, which then funded the trip, which DeLay should have known.
There is nothing, to my knowledge, in House rules which require a foundation to raise funds specifically for Member travel; segegate those funds; inform the Member of the source of those funds; and have the Member report those sources on his or her ethics report.

The actual Rock 'n Roll Hall of Fame is not in the Waldorf or anyplace else in New York. It's in Cleveland! If Bono can go to Uganda, don't you think he would have gone to Lake Erie?
